With consent the said order is set aside and the matter is placed back before respondent no.1 for fresh consideration. Petitioner as also respondent no.2 are directed to appear before respondent no.1 on 28.10.2015 and to abide by further instructions in the matter. Respondent no.1 shall take fresh decision on the application under Section 14, moved by the petitioner at the earliest.
