30th October, 2018 Respondent no.4 has filed his reply wherein he points out that his proposal for transfer was, in fact, filled in by the petitioner.

However, it appears that petitioner is senior to respondent no.4 and hence place of choice selected by both should have been first offered to petitioner. This stand in petition is not denied by the respondent nos. 1 and 2.

We, therefore, direct the respondent nos. 1 and 2 to correct the error and to issue a modified transfer order to petitioner as per his seniority and choice, within four weeks from today.

Writ Petition is accordingly partly allowed and disposed of.
