It is claimed in the application that the applicant/appellant was not in a proper financial condition to approach this Court and that therefore, the aforesaid delay has occurred. Notice was issued on this application on 09.08.2019 and the respondents are represented through counsel. Since the appellant is seeking enhancement of compensation, prayer for condonation of delay is
