By this petition, the petitioner is seeking a direction to the respondents to decide the proposal of the petitioner of the year 2008, to open a College to run the courses of Bachelor of Social Work, Master of Social Work and Master in Philosophy..

The petition suffers from laches. If the proposal of the petitioner of the year 2008 was not decided by the respondents, it was necessary for the petitioner to have approached this Court for a direction to the respondents to decide the proposal in the year 2009.

The present petition has been filed on 23.7.2015. The relief sought by the petitioner cannot be granted since the petition suffers from laches. The Writ Petition is dismissed, with no order as to costs.
