Effort is to demonstrate that candidates, who have been ultimately selected by respondent nos.2 and 3, did not fulfill the requirement inasmuch as they did not have competency certificate in their possession when they applied in response to advertisement published in March 2013, which is at Annexure `A' with the petition.

With the assistance of learned Counsel, we have perused documents. The petitioner has made efforts to obtain information. It appears that

2108wp5397.14 2/2 list of candidates, who qualified for consideration, has been supplied to the petitioner on 26/12/2013 where in column nos.3 and 5, whitener has been used. Submission of the learned Counsel for the petitioner is that the respondents did not give necessary information to the petitioner.

The petitioner is aware of the names of selected candidates. The petition does not contain a specific statement that these selected candidates had not provided the competency certificates when they applied in pursuance of advertisement at Annexure `A' to the petition.

In this situation, we find that no case is made out for intervention at least at this juncture. However, with liberty to the petitioner to take such other steps as are available in law, we dispose of the petition. No costs.
