Meghe, learned counsel for respondent no.4. Though respondent no.1 is represented by Shri Pankaj Jibhkate, who has not joined video conferencing because he has tested Covid-19 positive is the statement made by Shri P.D. Mehge. (3) The statement is accepted.

(4) On 08.11.2019, the issue involved in this writ petition was referred to Larger Bench for further consideration.
