Today this Court has decided Writ Petition No.4458/2013. The point raised in the present petition is identical to the point raised in Writ Petition No.4458/2013. In that view of the matter, for the reasons stated in the judgment in Writ Petition No.4458/2013 dated 20.03.2017, the present writ petition is allowed. Rule is made absolute in terms of prayer clauses (A) and (B). No order as to costs.
