Petitioner's caste claim is pending before this Court. The petitioner seeks amendment in the sort of declaration that the condition of producing caste validity certificate at the time of admission is arbitrary illegal. In that regard, petitioner desires to add a party and make necessary amendment. The proposed amendment and added prayer is consistent with original cause.
