After hearing respective counsel on 3rd of May, 2016 this Court has noted that proposal of petitioner to start new College in academic year 201516 was favourably recommended by University to State Government. Therefore, this Court on 3rd of March, 2016 directed the respondents to process the proposal sent by respondent no.4-University.

Learned Assistant Government Pleader, upon instructions, states that respondent no.3 also has now recommended the case of petitioner and respondent no.1 is looking into it.

Shri Mirza, submits that the Letter of Intent was issued on 9th of September, 2014 itself. According

2 0404wp4578.15.odt to him, if College is to start in academic year 2016-17 the petitioner must be served with appropriate orders in this respect latest by 15th of June, 2016. In this situation, without observing anything on merits and as it is claimed that the recommendation of respondent no.4 - University as also respondent no.3 is in favour of petitioner, we direct respondent no.1 to complete the process by 31st of May, 2016 and to communicate its outcome to the petitioner forthwith. We direct the petitioner to remain present in the office of respondent no.1 on 31st of May, 2016 for said purpose.

With these directions, Writ Petition is disposed of.

No costs.
