The petitioner seeks to challenge tender condition Nos. 10, 15 and 16 in the tender notice dated 15.06.2023. The schedule of the said bid indicates that the tender notice was published on 15.06.2023 and the time to submit the bids was till 21.06.2023. The bids received were opened on 22.06.2023. It is thus clear that after opening of the technical bids, the petitioner seeks to raise the challenge to some of the tender conditions.

In these facts, since the tender process has progressed, no useful purpose would be served by entertaining such challenge.
