It is not in dispute that the present controversy therefor is covered by judgment dated 14.09.2017 in Writ Petition No. 3057/2017 and other connected matters.

Hence, for same reasons and with similar observations and directions as contained in the judgment dated 14.09.2017 in Writ Petition No.3057/2017, we partly allow these petitions. No cost.
