DATED : OCTOBER 9, 2019 The merger of National Civil Defence College, Nagpur in the National Disaster Response Force Academy, is the subject matter of challenge in this petition on the ground that it violates Article 21 of the Constitution of India.

The petitioner is a person, who has retired from Civil Defence College. It is a matter of policy, which is to be adopted by the Central Government. The policy decisions are based upon the past experience, the views of experts, the administrative convenience, etc. in the field. We fail to understand as to how it violates fundamental right of petitioner guaranteed by Article 21 of the Constitution of India. There is no case made out
