Heard Shri A. Parchure, learned counsel for petitioners and Shri A.S. Fulzele, learned Acting G.P. for respondents.

Learned Acting G.P. points out that he has called for some additional information and it is still awaited.

We find that the appointment of petitioners as Shikshan Sevikas were approved on 21.12.2014 for a period of three years by the Education Officer. By the impugned order dated 15.03.2017, the Education Officer has canceled that approval.

Because of orders of this Court at Bombay, State Government has come out with a corrigendum dated 23.08.2017. The corrigendum takes note of the decision of this Court, that the Education Officer after granting approval cannot review it, and has therefore, entrusted that responsibility to next superior officer. 5.

Identical controversy has been looked into by this Court in Writ Petition No. 3057/2017 and other connected matters on 14.09.2017, where after hearing the respective counsel, suitable speaking orders have been passed.

In this situation, though the learned Acting G.P. is seeking an adjournment, we are not inclined to adjourn the matter.

For reasons recorded on 14.09.2017 in Writ Petition 3057/2017 and other connected matters, we quash and set aside the impugned order dated 15.03.2017 with similar observations and same directions. Writ Petition is accordingly allowed and disposed of. No costs.

Civil Application No.1780/2017.

In view of subsequent developments, prayer clause (i) in Civil Application is not pressed.

However, vide prayer clause (ii), return of newspaper and original receipt filed before this Court has been asked for.

Yesterday in group of matters including Writ Petition No.3057/2017, we have allowed about 6 similar applications. Hence, by directing Registry to retain photocopy of newspaper and original receipt as part of Writ Petition, original receipt and newspaper shall be returned to the Management.

Civil Application is accordingly disposed of. No costs.
