It appears that the proceeding initiated in pursuance of the notice dated 29.07.2019 has still not reached the final stage. We are of the view that this petition has been prematurely filed. It is, therefore, disposed of as prematurely filed but with a direction to the respondent No.3 to take a decision in the matter in accordance with law within a period of four weeks from the date of appearance of the petitioner. The petitioner shall appear before the respondent No.3 on 11.11.2019.
