Since this court was not inclined to consider allowing the writ petition at the stage of order matters as it requires extensive hearing, the learned counsel for the petitioners states that the matter may be listed on the board for final hearing.

The aforesaid prayer is granted. The prayer made in the civil application is rejected, at this stage. The writ petition may be listed for final hearing in the week commencing 16th of January, 2017. The civil application is disposed of in the aforesaid terms.
