The petition is filed by the present petitioner contending therein that respondent Nos. 1 and 2 have arbitrarily denied the petitioner from participating in the financial bid by rejecting the technical bid on hyper technical criteria.

Mr. Samudra, learned counsel appearing on behalf of respondent Nos. 1 and 2 on instructions states that the technical bid has been rejected on two grounds i.e. (i) that the page Nos. 55 to 59, 63 to 65 are not signed and attested by the petitioner and that there is overwriting on page nos. 68 and 70 and (ii) though the documents with regard to experience were to be submitted of the years excluding the financial year in which the tender is floated, the experience document placed on record pertained to the period between 1.6.2015 and 31.5.2017.

It could thus be seen that the tender was rejected on the grounds that each and every document

is not attested and secondly the documents which were supplied by the petitioner with respect to his experience and qualification pertained to the year which were not allowed.

In that view of the matter, we do not find that any error is committed by respondent nos. 1 and 2 in rejecting the technical bid of the petitioner. Writ petition is rejected.
