In view of allegations in paragraph No.1 of the writ petition, we are inclined to grant the petitioner an opportunity to make representation to respondent No.2 to show that after 17.1.1998, he has worked in areas of scholarship and research scholarship etc.. and that he has participated in two refresher courses of four weeks and he has independently good performance appraisal report. If such representation with necessary documents is made within a period of two weeks from today, respondent No.2 shall consider it within next four weeks. If necessary, opportunity of hearing shall be given to the petitioner. If the petitioner is found to be entitled to .....2/-

wp5476.15 selection grade either from 17.1.1998 or from any other date, it shall be released to him accordingly. Acceptance thereof shall not preclude the petitioner from challenging the correctness of the decision. With these directions and keeping all rival contentions, in respect of selection grade, open, we dispose of the writ petition. No costs.
