The learned counsel for the petitioner is not pointing out any provision in the Maharashtra Employees of Private Schools (Conditions of Service) Regulation Act, 1977 or Rules framed thereunder, for grant of approval to appointment to the post of Junior College Lecturer, in the institution which is being run on no grant basis.
