The challenge in this petition is to the character certificate issued by Superintendent of Police dated 05.07.2023. The character certificate bears a reference to an earlier offence registered against the petitioner wherein he was convicted by the Judicial Magistrate First Class.

According to the petitioner, character certificate would come in his way in the issuance of an appointment order by the Fire Services where he Prity

Thus, the principal issue is about issuance of appointment in the context of a character certificate, therefore, we are of the view that the matter is of civil nature, hence, Registrar (Judicial) is requested to place the matter before the appropriate Bench.
