The order dated 13/1/2016 (Page-24) passed by the Chief Executive Officer, Zilla Parishad, Amravati, refusing to sanction leave, according to the learned counsel for the petitioner is permissible under the Maharashtra Civil Services (Leave Rules), 1981.

Such an order, therefore would be amenable to appeal under Rule 14(1)(a) of the Maharashtra Zilla Parishad District Services (Discipline and Appeal) Rules 1964, as it would be an order which would be relatable to "all other conditions of services as regulated by any rules". Since the remedy of appeal is available to the petitioner, the petition is disposed of by directing the petitioner by relegating the petition at an appropriate authority.
