In the light of the fact that the financial bid of respondent No.3 was accepted on 11/07/2023 and the security deposit of amount of Rs.1,35,000/- was obtained on 15/07/2023 within eight days of acceptance of the financial bid, we find that there has been substantial compliance with the condition of furnishing security deposit which is notwithstanding the fact that the balance amount towards security deposit was furnished on 19/07/2023 which is the 8th day from acceptance of the financial bid. 3.
