By this Writ Petition, the petitioner challenges the order of the respondent no.4-Committee of Budgetary Award Scheme of the State Government, rejecting the suggestions made by the petitioner. The petitioner seeks a declaration that the suggestion made by the petitioner is logical, practical and innovative. The State of Maharashtra had, by the Government Resolution dated 30.11.2015, invited suggestions from the public at large for the betterment of budgetary process and for resource mobilization in the year 2016-17. The petitioner has submitted the suggestion and according to the petitioner, his suggestion is more logical, practical and innovative of all the suggestions that are received by the State Government. According to the petitioner, the State Government could not have rejected the suggestion of the petitioner. It is stated that the

23.11.wp.6591.16 petitioner should be granted the first prize or award for submitting such a logical, practical and innovative suggestion. We are afraid that the relief sought by the petitioner cannot be granted in exercise of the writ jurisdiction. It is not within the domain of this Court to consider which of the suggestions are innovative, logical and practical. It would be for the State Government and the Committee for Budgetary Award Scheme, to decide as to which suggestion is logical, innovative or practical. It would not be for this Court to decide as to who would be entitled to an award for submitting the logical, practical or innovative suggestion. Since it is not within the domain of this Court to grant the relief sought by the petitioner, the Writ Petition is dismissed with no order as to costs.
