DATED : 27-06-2023 After hearing the learned Counsel for the parties, we find that the petition is suffering from delay and laches. The first representation was made by the petitioners on 01-12-2000. Thereafter in the years 2003, 2004 and 2006 the representations were made. After a period of fifteen years, again the representations were made in the years 2021 and 2022.

In this view of the mater, we are not inclined to entertain the petition under the writ jurisdiction. 3.

The petition is dismissed.
