We find no locus in petitioner to prefer such petition raising grievances of four of its Institutes/Colleges. As four different causes are intermingled, petition also suffers from defect of multifariousness. However, we find that grievance pertains to reimbursement of scholarship, tuition fees and examination fees of Backward Class students in various courses. The petitioner's claim has been allowed in relation to claims of Scheduled Tribe students and partly (in past) for Scheduled Caste students.

In this situation, we direct petitioner to

2/3 pay additional three sets of Court fee on this petition. Subject to payment of such Court fee, we direct respondent no.2 to evaluate proposal submitted to him by respective Institute of petitioner within a period of three weeks from today. Opportunity of hearing shall be given to representative of such respective Institute.

The decision on evaluation shall be communicated to petitioner immediately thereafter and in any case, within one week thereof.

Keeping all rival contentions open, with above directions, we dispose of writ petition. This order shall not be acted upon and certified copy shall not be issued till deficit Court fee as directed supra is paid.
