The matter was heard for some time on last occasion. It was felt that some disputed questions arise. Today, the learned counsel for the petitioner, upon instructions, states that the petitioner should be given liberty to make appropriate representation to urge that the days on which permission can be granted need to be fixed area-wise i.e. after considering the requirements of a particular region. He seeks leave to make such representation with direction to the respondents to decide it at the earliest. The learned A.P.P. is opposing any such direction to make the consideration time-bound.

Considering the nature of the controversy, we grant liberty to the petitioner to make representation raising all such grievances, as are available in law.

2 wp799.16 If such representation is made within four weeks from today, the respondents shall decide it in accordance with law within next three months. If necessary, opportunity of hearing shall be extended to the petitioner/ its representative. Keeping all the rival contentions open, the writ petition is disposed of.
