On going through the application, the impression that one gets is that the intervenor is basically interested in ensuring welfare of dogs and that is something which this Court would also like to do, by striking a balance between the welfare of the human beings and welfare of the stray dogs. In fact, in the earlier order, we had made a beginning in these directions.

We, therefore, allow the application. The intervenors be brought on record as respondents.

The Registry is directed to register this petition as public interest litigation.
