As the petition is dismissed before notice of the petition was issued to the respondents, applications are taken up for consideration.

Accepting the explanation given in the application, delay of 1 day in filing the miscellaneous civil application is condoned, the order passed in writ petition on 27th March, 2019 dismissing the writ petition is recalled and writ petition is restored. The civil application and miscellaneous civil application are allowed accordingly.

WRIT PETITION NO.1317/2019 Learned Advocate for the petitioner states that relevant documents were not available at the time of
