The challenge in the petition is to the order dated 03.05.2008 whereby the State Government communicated to the petitioner that in view of the policy decision taken by the State Government, permission to start new Social Work Courses cannot be granted.

The order dated 03.05.2008 is challenged after fourteen years in November, 2022.

We are not inclined to entertain the petition not only because there is inordinate delay, but also because the application or proposal of the petitioner will have to be considered in the light of the present situation and the extant policy.

While we are dismissing the petition, we clarify

wp7633.22.O.odt that if the petitioner is still interested in starting the course, he may apply to the State Government and if such an application is preferred, the same shall be considered on its own merit and in the light of the policy prevailing. 5.

The petition is disposed of.
