Heard learned counsel for the petitioner.

According to him, the contract was finalized but the pending bills were not cleared.

He has invited our attention to the impugned communicated dated 17/03/2025 (pg. 130). According to which, the contract was finalized as per Clause-53(2) of the Contract.

Mr. Chavan, learned senior counsel and G.P. a/b. Mr. Rao, learned AGP has invited our attention to page 47 i.e. Clause - 24, which deals about Dispute Redressal System and states that the petitioner can very well approach the Dispute Redressal Mechanism.

The learned counsel for the petitioner has, therefore, invited our attention to page 132 and stated that he has raised a dispute to the respondent authorities by submitting a written complaint (page.132) through the E-mail dated 28/7/2025.

Be that as it may, since dispute is already raised by petitioner by submitting his complaint through E-mail, we direct that, in terms of Clause 24.1, the complaint be submitted before the competent authorities who will deal with in accordance with Clause 24.1 of the Contract.

The learned counsel for the petitioner undertakes to produce a copy of this order before the competent authorities within a period of one week from today.
