Submission of the respondents that mother is not competent to control and supervise the petitioner appears to be erroneous.

The petitioner has been convicted in 2013 and released on more than one occasions from jail. There is no report of untoward conduct by him.

In this situation, the only reason given for denying parole is unsustainable. The impugned order dated 29/08/2016 is accordingly quashed and set aside. 3.
The respondents are directed to release the petitioner on parole within two weeks after obtaining necessary bonds and undertaking.
