Learned counsel for Municipal Council, Digras submits that there may be some administrative difficulties whereby some of the conditions of Government Resolution (G.R.) may not have been followed.

We direct Municipal Council, Digras to follow the G.R. scrupulously hereinafter in respect of the ratio mentioned therein.
