Khan, learned Counsel for the petitioner submits that in view of the inspection report which has come on record along with submissions filed by respondent no.2, as the establishment of respondent no.3 is stated to be not operating, the challenge as raised in the Writ Petition is rendered infructuous. He however, requests for keeping all the contentions open.
