Learned counsel for petitioner is opposing prayer for intervention. He is seeking time to file detail reply, though an affidavit opposing intervention
is on record.

We do not wish to go into the merits of the controversy.
Dispute between petitioner and intervenor cannot be the bone of contention in this Public Interest Litigation.

However, we make it clear that the intervention is being allowed only to advance public interest and documents relied in that respect shall only be considered. If we find any irrelevant documents filed and pressed into service, we will impose heavy costs upon the intervenor.
Subject to this understanding and keeping all contentions of petitioner open, we grant application.

Accordingly, applicant be added as party intervenor - respondent no.19 within a period of three days.

The added intervenor / respondent no.19 shall file reply strictly keeping in mind the observations made above.

List the matter for further consideration on 24.01.2018.
