DATED : October 18, 2019 Considering reasons mentioned in both the applications, the delay in seeking restoration of the writ petition against the respondent nos. 2 and 3 stands condoned. The order dated 01.08.2018 dismissing the writ petition as against those respondents is recalled. The proceedings are restored against the respondent nos. 2 and 3.

Civil Applications are allowed and disposed of. CIVIL APPLICATION NO. 2845/2019 The petitioner seeks permission to effect substituted service on respondent nos. 2 and 3.

For the present, the petitioner shall serve the respondent nos. 2 and 3 by Registered Post with Acknowledgment Due. The notice in that regard is made returnable on 02.12.2019. In case the said respondents are still not served, the petitioner would be at liberty to review the prayer made in this application.
