Accepting the explanation given in paragraph No.6 of the miscellaneous civil application and the fact that the contentions are not controverted by the respondents, the order passed in the writ petition on 2710-2014 is recalled. The writ petition is restored. The miscellaneous civil application is allowed. The amount of Rs.4,000/- deposited by the petitioner shall be given to the respondent No.1 and respondent No.9 as per the order passed in Writ Petition No.2296/2010 on 27-10-2014.

The petitioner shall supply the postage stamp till 30-09-2015, failing which the petition shall stand dismissed against the respondent Nos.6 and 7 without reference to the Court.
