The petitioner has restricted his claim insofar as prayer clause (a) is concerned.

Taking into consideration the innocuous nature of the claim, we are inclined to allow the petition.

The respondent no.4 is directed to constitute a Committee for considering the claim of the petitioner. The said Committee shall consider the claim of the petitioner in accordance with law. We make it clear that we have not considered the matter on merits and the Committee shall consider the matter on the basis of material placed on record, on its own merit. The same shall be done within a period of eight weeks.

With the above directions, the Writ Petition is disposed of.
