The challenge raised in this petition is to the punishment proposed to be inflicted on the petitioner. The petitioner has every right to submit his explanation to the Authorities, which can always be considered in proper perspective.

In view of above, there is no cause of action made out in this petition. The petition is, therefore, dismissed. 4.
