The absence and silence of respondent no.2, in this matter are indication of the fact that respondent no.2 does not oppose this petition.

We are of the view that, this petition can be disposed of by accepting the alternate prayer, a limited one, for issuance of necessary directions to the respondent no.2. 6.

The petition is allowed.

Respondent no.2 is directed to decide the representations of the petitioner dated 28/05/2019 and 11.10.2019, in accordance with law, within a period of four weeks from the date of receipt of the order.
