The only prayer made by the petitioner is for a directions to the respondent Scrutiny Committee and the employer to supply the copy of the order of the Scrutiny Committee by which the caste claim of the petitioner was invalidated.

Without availing the other appropriate remedies, the petitioner has rushed to this Court. The petitioner is well aware about the invalidation of the caste claim and the said fact could be depicted from the communications made by the petitioner to the authorities. The petitioner could have sought a copy of the order of the Scrutiny Committee either from the Scrutiny Committee or from his employer under Right to Information Act. However, that remedy was not availed and without demanding a copy of the order of invalidation either from the Scrutiny Committee or from the employer, the petitioner has sought a writ of mandamus. The writ of mandamus cannot be issued in the circumstances of the case.
