Civil Application for direction to the petitioner to join the applicants as party respondents, though opposed by the learned counsel for the petitioner, considering the averment made and will be effected by the order passed in the matter relating to the tender having been successful bidders, a case is made out to give liberty to the applicants to participate in this proceeding, civil application is, therefore, allowed. However, contesting parties are at liberty to raise appropriate defence in accordance with law.
