In Writ Petition No. 3651 of 2014, there was no challenge to the validity of either Rules or Rule Making power and hence leave was given to the petitioner, while disposing of it, to make appropriate representation. The representation has been decided on 29.07.2016. Though there is some delay, we find that the authority making the decision has acted within bounds of those rules.

In this situation, with liberty to the Contempt Petitioner to take appropriate steps to challenge the orders/ Rules, we dispose of the present Contempt Petition. No costs.
