On 12.04.2016, the approval was granted by the Deputy Director of Education to advertise the post of Junior College Teacher. However, on 04.07.2016, the permission granted on 12.04.2016, was stayed. It seems that on the same date, the petitioner is shown to have been appointed and it is urged that the order dated 04.07.2016 was not brought to the notice of the Management.

We find that there was dispute in the Management and in the absence of there being any Resolution by the School Committee, the approval to the appointment of the petitioner cannot be granted.
