Learned counsel for the petitioner fairly submits that the issue involved has been covered by the judgment passed by this Court in Writ Petition No. 7725/2019 wherein this Court has categorically held that the employees, who are appointed without following due procedure of law and if there is no sanctioned post available with the municipal council, the employee will not be entitled for the benefit of model standing order. In fact the view has been taken that model standing order is not applicable to the municipal councils in terms of clause 32 of the order. The petition is accordingly dismissed. (Anil L.
