DATED : 6th January, 2017 Advocate Rupnarayan, upon instructions, seeks leave to withdraw with liberty to file fresh petitions. He submits that in the petitions, only protection of employment was sought but it has become necessary to challenge the adverse observations of the Scrutiny Committee. The learned A.G.P. has no objection if the petitions are disposed of as withdrawn. However, he is opposing grant of any liberty in favour of the petitioners.

This Court has not still applied its mind to the merits of the controversy. On 22nd December, 2016 there are certain observations which show that the challenge to the order of Scrutiny Committee on merits was felt necessary.

In this situation, we grant request of the petitioners and dispose of the petitions as withdrawn, with liberty to file fresh, on same cause.
