At the outset, the learned Counsel for the petitioner by relying upon clause- 14 of the judgment of this Court dated 18.8.2023 passed in Writ Petition No.19/2018 (M/s Shri Balaji Buildicon Vs. The State of Maharashtra and others) and other connected matters, fairly states that though it was directed to decide the entitlement regarding refund of royalty, the same has not been decided properly and, therefore, he can challenge the same by filing appropriate proceedings. He, therefore, seeks permission to withdraw the contempt petition. 2.
A permission is granted.

He further states that he has made a detailed representation to the respondent-authorities, which is at page 153 of the petition. He further requests that direction be given to the respondent authorities to decide the representation dated 07.11.2025 within time bound period.

Considering the request, we direct the
2 118 respondent-authorities to decide representation of the petitioner dated 07.11.2025 within ten weeks from today. 5.
Needless to mention that while deciding the representations, the respondent-authorities shall give the reasons.

If the petitioner is aggrieved by the said order, he will have liberty to challenge the same by filing appropriate proceedings.

The petition stands disposed of as withdrawn, in above terms.
