Learned Advocate for the applicants contended that on the complaint of the applicants, notice was issued to the petitioner, and therefore, to resolve the controversy in the matter, and to avoid multiplicity of the litigation they are the necessary party to the petition, for which, learned Advocate for the petitioner has objected. However, he failed to point out why the applicants are not required as a party. 2.

Having considered the reason and based on the applicants' complaints, notice was issued to the petitioner; therefore, in our view, the applicants are necessary parties to the petition. Hence, the civil application is allowed.

The petitioner is directed to add the applicants as respondents Nos.3 to 7 to the array of respondents within one week and supply a copy of the amended petition to the respondents within one week thereafter.
