At the outset, the learned Counsel for the petitioner relying upon clause- 14 of the judgment dt. 18.8.23 passed in Writ Petition No.19/2018 fairly states that though it was directed to decide the entitlement regarding refund of royalty, the same has not been decided properly and, therefore, he can challenge the same by filing appropriate proceedings. He, therefore, seeks permission to withdraw the contempt petition. 2.

Permission is granted.

He further states that he has made a detailed representation to the authorities, which is at page 88 of the petition. He further requests that direction be given to the respondent authorities to decide the representations dated 06.10.2025 and 06.11.2025 within time bound period. 4.

Considering the request, we direct the respondents to decide representations dated 06.10.2025 and 06.11.2025 within ten weeks from today.

Needless to mention that while deciding the representations, the respondent authorities shall give the reasons.

If the petitioner is aggrieved by the said order, he will have liberty to challenge the same by filing appropriate proceedings.

The petition stands disposed of in above terms. 8.
