Learned Counsel for petitioner is strongly opposing intervention.

However, we find that the dispute is also about norms to be satisfied and hence, there is lis between petitioner and applicants of these applications.

Hence, without observing anything on merits of controversy, keeping all objections and contentions of petitioner open, we allow the civil applications.

Respective applicants be added as party respondent nos.6 and 7.

Necessary amendment be carried out within one week.

Liberty to added respondents to file their replies, if any, within further period of two weeks.

Petitioner can thereafter file appropriate counter within further period of three weeks.
