Accepting the explanation given in the applications and the fact that the respondent No.6 has put in appearance through an advocate, delay of 685 days in filing the application for setting aside the order passed by the learned Registrar (Judicial) is condoned, order passed by the Registrar (Judicial) on 20th January 2017 is set aside and the writ petition dismissed against the respondent No.6 is restored.

The civil applications are allowed accordingly. WRIT PETITION NO. 2387/2016.
