This petition seeks to quash and set aside the notice inviting tenders which was published by the respondent No.2 on the website on 16.07.2018. According to the petitioner, the eligibility criteria prescribed in the notice has been framed in such a manner as to favour some persons and deprive some persons otherwise eligible to submit bids like the petitioner. However, on going through the petition, we find that no specific averments regarding the persons who have been sought to be showered with favour have been made. It is also not shown by the petitioner that the eligibility criteria regarding annual turnover prescribed by the Central Vigilance Commission is binding on the respondent No.2. In these circumstances, we find that there is no merit in the petition and the petition is summarily rejected. No costs.
